Traffic Stop for Failing to Signal Nets Meth and Impaired Driver
Vanderburgh County – Yesterday afternoon at approximately 2:30, Trooper Tyler Widner was patrolling I-69 near Green River Road when he stopped the driver of a 2007 Dodge Grand Caravan for failing to signal a lane change and for failing to signal when exiting onto Green River Road.

The driver was identified as Jeffrey L. Sinnett, 40, of Evansville. During the traffic stop, Widner discovered approximately six grams of methamphetamine, 3 ecstasy pills, a muscle relaxer pill, marijuana, and drug paraphernalia. Sinnett refused to submit to a chemical test. He was arrested and taken to the Vanderburgh County Jail where he is currently being held without bond.

rear of a Tahoe; injuring the operator who was stopped for traffic.

SALISBURY, MD. – A motorist now charged with DWI caused a
wreck in Salisbury, Md., say Maryland State Police, that injured an innocent
motorist that was hit by the inebriated at-fault driver. This wasn’t the first
rodeo in DWI court for the driver as he has been there before.
Police report that on Feb. 5, 2019 at 4:17 pm, Troopers from
the Salisbury Barrack responded to Mount Hermon Rd at Phillip Morris Dr.
Salisbury Md., for the report of a two-vehicle accident.
Responding troopers observed a red Chevrolet Silverado and a
black Chevrolet Tahoe in the middle of the roadway with obvious damage to both
vehicles.
The driver of a 2013 Chevy Silverado, identified as Fulton Knight Singleton Jr., 72, of 32733 Johnson Road, Salisbury, Md., was traveling eastbound on Mt Hermon Rd., west of Phillip Morris Dr. when he struck the rear of a Chevy Tahoe being operated by Brian L. Waters, which was stopped with traffic on Mt Hermon Rd.
Police say that both vehicles were disabled due to the
collision.
Police report that Trooper First Class W. Shelter determined that Singleton was operating his vehicle under the influence of alcohol and police say that he was placed under arrest for DUI and transported to the Salisbury Barrack for processing.
Singleton was charged with driving under the influence of
alcohol, driving while impaired by alcohol, negligent driving, failure to
control speed to avoid a collision, and his license was confiscated prior to
being subsequently released from the barrack to a family member.
Waters was transported to PRMC for non-life-threatening
injuries.
Singleton was arrested for DWI by Maryland State Trooper Oborokumo on Dec. 15, 2006 as he operated a Chevy on College Ave. at Rt. 12. Singleton got a plea deal from the Wicomico County States Attorney on Feb. 28, 2007. THE DEAL: In return for pleading guilty, Singleton was given a verdict of Probation Before Judgment with zero jail time and a fine of $250.
With an arrest for DWI by Maryland State Trooper M. Reisenweber on July 28, 2000, when operating a 1995 Honda on Coastal Highway at 139th Street in Ocean City, Md., Singleton entered a guilty plea on Dec. 12, 2000. Court records do not reflect any fine or jail time as part of the plea deal with the Worcester County States Attorney.

WALTERBORO, SC. – South Carolina Highway Patrol spokesman Cpl. Judd Jones reports that on Feb. 9, 2019, at about 4:17 am., Willie Louis Brown Jr., 53, of Walterboro, South Carolina, was killed and pronounced dead on the scene when his SUV was hit head-on by a GMC pickup on SC 61 near Hunter Haven Blvd., west of Summerville.
Brandon Earwood, 26, was not wearing a seatbelt while operating a GMC North hit vehicle one in the southbound lane before hitting the victim’s vehicle head-on, said Cpl. Jones. Earwood was treated for minor injuries and arrested on charges of felony DUI after being released from a hospital. Police say he was booked into the Dorchester County Detention Center.
Brown worked at the Ralph Johnson VA hospital.

Passenger in Larry Boyd’s pickup died in crash with disabled pickup
The man was identified by the Stanislaus County Coroner’s Office as 64-year-old Robert Dale Rodgers. He was taken to Memorial Medical Center, where he died.

FROM MODESTO BEE – A crash Wednesday night east of Riverbank has a Salida man facing charges of gross vehicular manslaughter while intoxicated. His passenger, also a Salida man, suffered fatal injuries.
The crash occurred about 7 p.m. on Claribel Road east of Langworth Road. The California Highway Patrol report on the incident says Larry D. Boyd, 56, was driving a 1982 Chevrolet Silverado west on Claribel when he approached a disabled 2016 Ford F-150 pickup that was partially blocking the lane.
The driver of the pickup, 23-year-old Travis Chamberlain of Portola, had his flashing hazard lights on to warn approaching vehicles. Boyd failed to notice the truck and struck it, the CHP said.
The Silverado continued west, went off the road and into the north ditch along Claribel. The impact of the Chevy hitting the Ford badly damaged the Chevy’s cab, causing fatal injuries to Boyd’s passenger, the CHP said. MORE

“Devastatingly troubling.”
That’s how Delaware County District Attorney Katayoun Copeland described the circumstances surrounding the fatal crash that took the life of a 45-year-old Brookhaven woman in Upper Chichester Saturday night.
We could add a few others.
Senseless. And criminal.
David Matthew Strowhouer, a 30-year-old man from the Newtown Square section of Willistown Township, now faces charges in connection with the Saturday night fatal crash on Market Street in Upper Chichester Township.
Police now allege Strowhouer was under the influence of alcohol when he veered into the oncoming lane and slammed head-on into another vehicle. It would not be the first time.
In fact, this would be the sixth time Strowhouer would face charges of driving under the influence in a string of arrests in both Chester and Delaware counties.
Only this time it turned deadly. Police say Strowhouer’s SUV veered into the oncoming lane and slammed into another car. Denna Eckman was killed. Her husband Chris Eckman was seriously injured.
Police say Strowhouer was driving with a suspended license, the result of one of his previous DUI arrests.
He had done prison time on at least one of his previous DUI arrests in Delaware County, serving a one-to-five-year sentence in 2017. He was on parole at the time of Saturday night’s accident.
That will come as little comfort to the family of Eckman. That will give them something in common with the Hannagan family of Chester County, who lobbied for tougher sentences for drivers convicted of multiple DUI offenses. Their son and daughter were killed when their vehicle was struck by a drunken driver.

The truth is there is little the state or law enforcement can do if someone decides they are going to get behind the wheel. Suspending a person’s license does not prevent them from driving, regardless of whether they are impaired.
But they can’t drive from prison.
And that finally may be the way David Matthew Strowhouer is removed from the road.
That’s because state law has changed, and provides much stiffer sentences for drivers who rack up multiple DUI offenses.
The legislation, championed by former state Sen. John Rafferty, R-44 of Montgomery County, and Sen. Scott Martin, R-13 of Lancaster County, took the three-year mandatory sentence for a person convicted in a fatal DUI accident from three years to five years. A person with multiple DUI offenses, as Strowhouer does, would face up to seven years in prison. MORE

Chester County man faces sixth DUI – as well as homicide charge – for fatal crash in Delco
FROM THE PHILLYVOICE.COM – Chester County man faces multiple criminal charges in the aftermath of a fatal hit-and-run crash last weekend in Upper Chichester, Delaware County, prosecutors said.
The defendant, 30-year-old David Strowhouer, of Willistown, Chester County, allegedly was drunk at the time of the crash on Feb. 16. Strowhouer has five prior DUI convictions.
Police responded to the crash around 9:20 p.m. in the 3300 block of Market Street, where they found a Subaru WRX with a male and unresponsive female passenger trapped inside. A Dodge Ram pickup truck with severe damage was also found at the scene.
Investigators say they determined that Strowhouer, allegedly driving the pickup, crossed over the double yellow line and struck the Subaru. He then allegedly fled on foot.
Strowhouer had attended his mother’s funeral earlier that day and allegedly had been drinking alcohol, police said. When he returned to the crash scene, he allegedly told police that his cousin from Puerto Rico had been driving the car and that the two men were on the way to buy cocaine at the time of the crash.
Authorities say they believe that Strowhouer was lying about his cousin driving the pickup truck.
The male passenger in the Subaru survived the crash and was hospitalized with serious injuries. His wife died of her injuries, police said.
“I find this case to be devastatingly troubling,” District Attorney Katayoun Copeland said. “On a day where the defendant should have been with his family mourning the passing of his mother, he instead brought tragedy to another family.” MORE

Yang guilty of DUI manslaughter in Yuba County, California Olivehurst flooding, drove into water and left passenger to drown.

April 6, 2017 – A Yuba County jury found Neng Yang, 57, guilty of gross vehicular manslaughter while intoxicated. He drove his vehicle into a flooded section of Highway 70, where his car became submerged. Yang swam to safety but his girlfriend was trapped in the car and drowned, with her seat belt still fastened. He is facing up to 10 years at sentencing.
OLIVEHURST (CBS13) — Authorities have arrested the man suspected of driving past a road closure and into a flooded area, resulting in the death of his passenger.
California Highway Patrol says 55-year-old Neng Yang of Sacramento was arrested for felony DUI and gross vehicular manslaughter while intoxicated.
On Saturday around 7:15 p.m., CHP says Yang was travelling northbound on Highway 70 south of McGowan Parkway in Yuba County. CHP and Caltrans had set up a road closure on Highway 70, diverting traffic onto the McGowan Parkway exit due to flooding in the area, and Yang drove around the closure and into the flood waters.
The vehicle became submerged in 6-8 feet of flood waters. Yang was able to exit the Toyota, but the woman passenger was unable to escape and sustained fatal injuries.
Yang has been booked into the Yuba County jail and CHP says the investigation is ongoing. Yang is scheduled to appear in court on Monday at 3 p.m.
Authorities have identified the woman as 51-year-old Chia Xiong from Marysville.
Sergeant Rod LaBrecque of the Riverside County Sheriff’s Department reports that on Monday, April 15, 2019, at approximately 12:31 PM, officers from the Rancho Mirage Police Department responded to a single-vehicle traffic collision in the 71-000 block of Highway 111, Rancho Mirage.

Police say that it was determined the driver, Michael Reinhardt, 62 years of Rancho Mirage, was traveling eastbound on Highway 111 and ran off the roadway, colliding with a block wall. During the investigation, it was determined that Reinhardt showed symptoms of being under the influence of alcohol and/or drugs. Reinhardt was arrested for driving under the influence and was transported to a local hospital as a precaution. Once treated, he was booked into the Riverside County Jail in Indio.

BEAUMONT, Texas — A three-time deported illegal alien from Mexico, previously convicted of voluntary manslaughter, pleaded guilty Monday, April 15, 2019, to illegally entering the U.S. for the fourth time.
This investigation was conducted by U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO), and the Texas Department of Public Safety.
Luis Garcia-Torres, a 49-year-old illegal alien from Mexico, pleaded guilty April 15 to unlawful re-entry by a deported alien. According to information presented in court, Garcia-Torres was arrested in Orange County, Texas, on Jan. 13, 2019, for driving while intoxicated. A records check revealed that he had been convicted of voluntary manslaughter in 1988 North Carolina and had been previously deported three times: in 1990, 2011 and 2016. ERO Houston lodged an immigration detainer on Jan. 13 with the U.S. Marshals Service following Garcia-Torres’ arrest.
This case is being prosecuted by Assistant U.S. Attorney Randall L. Fluke, Eastern District of Texas.
Under the federal statute, Garcia-Torres faces up to 10 years in federal prison at sentencing. This maximum statutory sentence prescribed by Congress is provided for information purposes. The actual sentencing will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the U.S. Probation Office completes a presentence investigation.

The Washington County SHERIFF LARRY R. MINCKS SR. reports
that on June 6, 2019, Deputy Zide was patrolling US 50 near Farson Street,
Belpre, OH, when he observed a Chevy passenger car cross the right-hand fog
line and remain there for some time before regaining its proper position in the
roadway.
A traffic stop was conducted with the driver, Chase Kasler,
and juvenile(s). An odor of marijuana
was detected and Kasler advised he had marijuana and a pipe. A search revealed a small amount of marijuana
and two marijuana smoking pipes, admittedly belonging to Kasler. He advised he
had just smoked some marijuana, at the last rest stop.
Kasler submitted to field sobriety tests in which he
produced indicators of being under the influence of marijuana. Chase Michael Kasler, 21, 6800 Baker

usage, illegal use or possession of drug paraphernalia, possession of marijuana

On 27 Apr 19 Deputy Gainer was working at the Washington County Jail when Shari
Eckert was brought to the Jail by the Ohio State Highway Patrol. Eckert, age 39, 1480 Main Street, Stockport, OH,
was being charged with driving while under the influence of alcohol/drugs, no
seatbelt, and left of center. During a
patdown of Eckert, she was asked if she had any weapons, drugs or contraband on
her person and she stated not to her knowledge.
Eckert was found to be in possession of a small bag containing a crushed
white powdery substance. Eckert was
charged with possession of a controlled substance and conveyance into a
detention facility.

Levi Scott Jarvis, 21, 106 Meadowcrest Lane, Little
Hocking, OH, On 18 Apr 19 at
approximately 0927 hours Lt. Hornbeck was driving north on Seventh Street in
the City of Marietta, Ohio, behind a maroon Mazda. The driver of the Mazda made an abrupt left
turn into the parking lot of Tim Horton’s, nearly striking a vehicle driving
south on Seventh Street. Lt. Hornbeck
initiated the emergency lights and once on the parking lot of Tim Horton’s the
driver of the Mazda accelerated rapidly around the building, through the
drive-thru (passing cars), then turning left onto Seventh Street. Lights and siren were both activated
signaling the vehicle to stop. The
driver traveled on Seventh Street, turning left across the Speedway parking lot
and back out onto Green Street. The
driver then made a right turn onto Hardwood Court. The driver, later identified as Levi Scott
Jarvis, continued at a high rate of speed on Hardwood Center Drive, across
Pike Street, striking a Jeep Cherokee that was driving on Pike Street. Jarvis failed to stop and continued across
the parking lot of the Verizon business, traveling south on Seventh Street
across Wayne Street, and through the stop sign into a grassy area. Jarvis eventually crashed into a large rock
flower planter and a red truck parked in the 300 block of South Seventh
Street. Jarvis exited the vehicle and
fled on foot towards the Ohio River. Once at the river, Jarvis jumped into the
water and started to swim across. Jarvis
apparently changed his mind in the cold water and retreated back to shore where
he was taken into custody. Jarvis, age
21, 106 Meadowcrest Lane, Little Hocking, OH, was placed under arrest. Jarvis advised Lt. Hornbeck that he had a
baggie of marijuana in the vehicle. Also
noted in the vehicle was a loaded 32 cal. revolver. Jarvis advised Officers that he had consumed
three Xanax pills and was under the influence of them. Jarvis said he did not
even know he hit the white Jeep because he was “[expletive] up”. Deputy J McConnell had also recovered
a baggie of .82 grams of methamphetamine.
Upon being processed into the Jail, two live rounds of .32 cal. ammo was
found on Jarvis. A standardized field
sobriety test was given to Jarvis, which he performed poorly on. Jarvis made
the comment “I failed”. Jarvis was
charged with carrying a concealed weapon, driving while under the influence of
alcohol/drugs, no operator’s license, reckless operation, failure to comply,
failure to stop after an accident and possession of drugs.

Michal L Paventi, 49, 4814 Westchester Drive,
Youngstown, OH On 11 Apr 19 Deputy Parks was patrolling for a vehicle which was
reported to have a male subject passed out in the driver’s seat at the Miller’s
AM/PM. The subject had reportedly left
the parking lot going southbound on State Route 821. Deputy Parks made contact at the Speedway,
Muskingum Drive, Marietta, Ohio. The
operator, identified as Michael L.
Paventi, claimed he was tired due to traveling all day from Youngstown,
Ohio. Paventi’s eyes were glassy and he appeared unsteady on his feet. Paventi
was asked to perform standard field sobriety tests, which he performed with
poor results. Paventi was advised he was being placed under arrest at that
time. Paventi was asked if he had
anything in his vehicle he should not have.
Paventi stated no, however Deputy Parks located a powdery substance,
straw tube and razor blade with residue in the console. Also located was a bag of Adderall pills and
several unopened Suboxone strips.
Paventi stated he had prescriptions for all the Suboxone and Adderall,
however the other items were not his. Michal
L Paventi, age 49, 4814 Westchester Drive, Youngstown, OH, was placed under
arrest for possession of drugs, 2 counts, having physical control of a vehicle
while under the influence and possession of drug paraphernalia. Paventi was transported to the Washington
County Jail for processing.
Carrie Renigh Ramage, 23, 508 Fifth Street, Lowell,
OH. On 13 Apr 19 Deputy Brown was patrolling the area of State Route 339,
Waterford Township when he observed a traffic violation, left of center,
numerous times. A traffic stop was conducted,
and contact was made with the driver, Carrie R. Ramage. Deputy Brown detected an odor of alcoholic
beverage on or about her person and asked Ramage if she had been drinking to
which she stated she had consumed mixed alcoholic drinks earlier in the night
in Marietta. Ramage was asked to perform
some standard field sobriety test, which she performed poorly on. Carrie Renigh Ramage, age 23, 508 Fifth
Street, Lowell, OH, was placed under arrest for driving under the influence and
left of center. Ramage was transported
to the Washington County Jail.

On 7 Apr 19 Deputy Schwendeman responded to a business on State Route 821, Marietta, OH, to a report of a female slumped over the steering wheel of a car in the parking lot. Deputy Schwendeman met with the female, Angela R. Fleeman, 39, 711 Ninth Street, Marietta, OH, who stated she fell asleep and denied any illegal substance use. Fleeman’s eyes appeared glassy and her speech was slurred. Fleeman gave consent to search, in which a vaping device was located, which Fleeman stated contained marihuana oil. Fleeman also reported taking numerous prescription drugs earlier this date. The standard field sobriety tests were attempted with poor results. Fleeman also had concealed marihuana oil in a vial in her shirt. Angela R. Fleeman, age 39, 711 Ninth Street, Marietta, OH, was placed under arrest for being in physical control of a vehicle while under the influence of drugs or alcohol, possession of a controlled substance and possession of marijuana paraphernalia.

Houston, TX On 3 Apr 19 Deputy Zide was on patrol when he observed a traffic
violation and conducted a traffic stop.
The driver, Penny S. Lewis, was found to have an odor of an alcoholic
beverage about her person. Lewis admitted to consuming a pint of Crown
Royal. Lewis submitted to standardized
field sobriety tests, which she performed poorly on. K9 Rita also gave an alert on the vehicle and
upon searching the truck, unopened bottles of Bud Light beer were located. Penny Sharon Lewis, age 53, 2519 Union Mill Road, Houston,
TX, was placed under arrest for driving while under the influence of
alcohol/drugs, open container, marked lanes, and refuse to submit to test
commercial OL. Lewis was transported to
the Washington County Jail for processing.
Stacy Ray Robinson Sr, 51, of 5355 State Route 26,
Marietta, OH. On 29 Mar 19 Deputy Young was on patrol in Lawrence Township when
he observed a vehicle stopped in the roadway.
The driver, Stacy Ray Robinson Sr., was asked if everything was okay and
upon speaking with Robinson, an odor of alcohol was detected about his
person. Robinson was unable to complete
the field sobriety tests. Robinson, age
51, 5355 State Route 26, Marietta, OH, was placed under arrest for OVI and
transported to the Washington County Jail for processing. Robinson tested .193 BAC.
Hannah Nicole Beha, 25, 185 Westwood Way, Washington,
WV, On 30 Mar 19 Deputy A McConnell was on patrol when she observed a vehicle
driving without headlights. A traffic
stop was conducted and the driver, Hannah Nicole Beha, was advised why she was
stopped. Deputy McConnell detected the
odor of an alcoholic beverage on her person and Beha advised she had a couple
drinks. Beha, age
25, 185 Westwood Way, Washington, WV, performed poorly on the standard
field sobriety tests and was placed under arrest for OVI and transported to the
Washington County Jail for processing. Beha submitted to a breath test with the
result being .155 BAC.

Maryland State Police North East Barrack May 2019 DUI Arrests
NORTH EAST, MD – The
Maryland State Police report that the North East Barrack is committed to
reducing impaired driving and preventing alcohol/drug-related accidents. The North East Barrack’s aggressive stance
resulted in over 1,141 traffic stops in May 2019, with twenty-six of those

Lee Chadwick, 38, of 21 Railroad Ave., North East, Md., was arrested by
Trooper A. Workman, for DWI, drugs other than marijuana such as heroin, cocaine,
meth or some other narcotic. FREEDOM,
apparently believes he has the Freedom to drive while impaired and
already has engaged the services of a FREE attorney, Jason David Ricke,
provided by the taxpayers of Maryland. Freedom Chadwick has a court date
set for July 5, 2019 in Cecil County District Court. A bail review resulted in FREEDOM
not being FREE but retained in the hoosegow.
Freedom Chadwick was stopped by Trooper Kurtis Henry while
westbound on Rt. 40 at Marley Road on May 4, 2019 at 10:53 pm as he operated a 2012
Ford Escape with Maryland vanity tag “PONTOWN”. In that traffic stop earlier in
the month of May, he picked up numerous other traffic citations including
failing to show up for his court ordered Driver Improvement Program class and
continuing to drive while suspended – all making him an excellent candidate for
continued incarceration in order to protect innocent members of the public as they
use highways for transportation to work, school, church and entertainment.
Freedom Chadwick entered a guilty plea in a plea deal
with the Cecil County States Attorney on April 24, 2019, to driving while suspended,
which apparently means nothing as he was out on the road driving the same vehicle
and still without a license. Chadwick was fined $100 – which court records
reveal he didn’t pay even after payment was deferred to May 24, 2019, and his
already suspended license was suspended again by the Maryland Department of Motor
Vehicles.
A District Court Judge issued a domestic violence ex-parte
order against FREEDOM CHADWICK to stay out of the home, stay away from
the place of employment, residence, not abuse, not contact or otherwise come within
a country mile of the petitioner. On Feb. 25, 2019, the petitioner requested
dismissal of the order.
In Cecil County Circuit Court on March 11, 2019, FREEDOM
CHADWICK entered a guilty plea to driving while suspended.
In Cecil County Circuit Court when charged with multiple
counts of burglary and property destruction, FREEDOM CHADWICK entered a
guilty plea in a plea deal with the Cecil County States Attorney on July 9,
2015. THE DEAL: all other charges were
dropped and a jail sentence of eighteen months with credit given of 160 days of
time served while waiting for trial. Probation was terminated unsatisfactorily,
according to court records.
In Talbot County Circuit Court, again with a FREE attorney
provided by Maryland taxpayers, FREEDOM CHADWICK faced felony sex
offense, felony sodomy charges and assault charges and he got a plea deal from
Talbot County States Attorney Scott Patterson. THE DEAL: the felony charges which
would make the prosecutor actually have to prepare for trial and work to make the
case were all dropped. FREEDOM CHADWICK entered a guilty plea on Nov.
13, 2015, to misdemeanor assault and was sentenced to eighteen months in jail.
FREEDOM CHADWICK has accumulated convictions for
assault dating back to 2005 in Cecil County with fines and jail time ordered; a
FREE attorney paid for by the taxpayers has been involved each time during
his criminal career.

DWI HIT PARADE: Convicted drug dealer Meagan Terry arrested for DUI after
rear-ending vehicle stopped for red light
SALISBURY, MD. – Being eager to reach the beach or some
other Friday night destination was apparently on the mind of Meagan Ruth Terry,
34, of Linkwood, Md. Perhaps if
officials had kept her in prison where she belonged for selling drugs when
convicted in 2016, she wouldn’t have picked a DUI.
Maryland State Police report that on June 14, 2019 at
approximately 7:59 pm, troopers from the Maryland State Police Salisbury
Barrack were dispatched to eastbound US Route 50 and the intersection of Sixty
Foot Road where Terry had blasted into the rear of a 2019 BMW SUV operated by
Anna Maria Marinucci, 30, of Chester, Md.
No one was injured, say police, when Terry’s 2013 Honda
Accord hit the rear end of the sturdy BMW, but many people when hit from behind
don’t really feel the effect of the impact for several days and may find long-term
damage has resulted.
Through the investigation it was determined Terry failed to
slow the Honda in time to avoid colliding with the rear of the BMW driven by
Marinucci. The BMW had been stopped for a red traffic signal when it was struck
by the Honda. No injuries were reported.
Police say that Terry was charged by Trooper Arment of being
suspected of driving while impaired. Given a set of field sobriety tests, to
add to the obvious test of failing to stop for a vehicle in front of her that
was stopped for a red light on US Rt. 50, Terry failed those tests, say police
and was cuffed and stuffed in police cruiser for processing and then released
to a sober driver.
Terry entered a guilty plea to felony drug distribution,
something more than pot, such as heroin or cocaine, in Dorchester County
Circuit Court on June 6, 2016. Maryland State Police Special Operations had
arrested her on Oct. 6, 2015, when she provided an address of Maces Lane in
Cambridge when she was booked. The States Attorney then filed a Criminal
Information on the drug dealing charges.
In a plea deal with the Dorchester County States Attorney
William Jones, Meagan Ruth Terry was sentenced to 20 years in
prison. Due to the magical powers vested in the Alice in Wonderland Maryland
Judiciary, Terry had all but eight days of her sentence suspended. Such a drastic reduction indicated that
perhaps she was sentenced to serve time working as a personal assistant to a
Judge in his chambers as took place in the case of a DWI offender assigned to
the chambers of District Court Judge Larry Holtz of Charles County. Terry could have dropped the dime on
competing drug dealers. Whatever the
circumstances, there are plenty of other drug dealers who would have
appreciated such a consideration from the States Attorney. Terry also got
credit for eight days of time served, meaning she walked out of court that day
as free as a canary, even if she sang like one. The five years of probation may
mean that she can now see her backup time backup and she’ll have to call
Rotor-Rooter.
NEW YORK STATE POLICE REPORT THE FOLLOWING ARRESTS:
New York State Police report that on July 5th, 2019, Troopers out of State Police at Jamestown arrested Sharon Ray, 46, of Salamanca, for Driving While Intoxicated.
Ray was pulled over on I-86 in Steamburg for traffic violations and placed under arrest after failing several SFSTs. Ray was transported to SP Jamestown where she provided a breath sample of .11. Ray was then processed, issued tickets and released. Ray is scheduled to appear in the town of Cold Spring Court on a later date.
Speeders reveal their drugs on board; psychedelic mushrooms, hashish, liquid marijuana in an e-cigarette pen, LSD, multiple controlled pills
On July 4th, 2019, Troopers out of New York State Police Jamestown arrested Derek Gramling, 29, of Cumming, Georgia and Steven Bickis, 36, of Madison, Indiana, for a total of six counts of Criminal Possession of a Controlled Substance 7th Degree and two counts of Unlawful Possession of Marijuana. Gramling was also charged with Criminal Possession of a Controlled Substance 4th Degree.
Bickis was pulled over for speeding on Route 76 in Sherman and while speaking to the occupants, the Troopers smelled marijuana emanating from inside the vehicle. A search of the occupants and vehicle revealed the following items: psychedelic mushrooms, hashish, liquid marijuana in an e-cigarette pen, LSD, multiple controlled pills for which neither occupant had a prescription, marijuana vegetation, and a pipe containing marijuana residue. Gramling and Bickis were placed under arrest, processed at SP Jamestown and transported to the Chautauqua County Jail, pending arraignment.

According to the New York State Police, on June 30, 2019, SP Machias Troopers arrested Julie A. Holland, 51, of Machias, NY for Driving While Intoxicated and Refusal to Take a Breath Test.
While investigating a report of a vehicle striking ducks on North Junction Road in the town of Machias, Holland, identified as the driver, was exhibiting obvious signs of intoxication. Troopers determined she had been operating a motor vehicle in an intoxicated condition. She refused to perform standardized field sobriety tests at the scene. Holland was then arrested and transported to SP Machias, where she refused a chemical breath test.
Holland was arraigned in Machias Town Court, where she was released on her own recognizance. She is due to reappear in that court later this month.
Troopers out of SP Jamestown arrested Hannah Taylor, 20, of Cattaraugus, for Unlawful Possession of Marijuana.
Taylor was pulled over for using her cell phone on Main Street in Randolph and while speaking to Taylor, the Troopers smelled marijuana emanating from inside the vehicle. A search of Taylor and her vehicle revealed a bag of marijuana and two smoking devices containing marijuana residue. Hannah was issued an appearance ticket and a traffic ticket and is scheduled to appear in the town of Randolph Court later in the month.
On July 4, 2019, at approximately 8:30 p.m., New York State Police at Endwell arrested Joseph M. Newfrock, age 21 of Union, NY for the felonies of Criminal Possession of a Firearm and the misdemeanors of Criminal Obstruction of Breathing, Criminal Mischief in the fourth degree, Assault in the third degree and Menacing in the second degree. He was also charged with the misdemeanor of Driving While Ability Impaired by Drugs.
A trooper was dispatched to a domestic dispute at a residence on Columbia Drive in the town of Union. A victim told the trooper that after an argument over taking the victim’s car, Newfrock threatened the victim with an unregistered gun, struck the victim with the butt of the gun and choked the victim before getting into the victim’s vehicle and leaving the area.
A short time later, another trooper was dispatched to an accident involving multiple parked vehicles on Alexander Street in the town of Union. The trooper discovered that the accident was caused by Newfrock. Troopers were assisted on Alexander Street by deputies from the Broome County Sheriff’s Department. Newfrock was transported to Wilson Hospital for head injuries. He was issued appearance tickets returnable to the town of Union court on July 16, 2019.
Troop C Driving While Intoxicated and Driving While Ability Impaired by Drugs arrests June 29 to June 4, 2019:
On June 29, 2019 at approximately 4:29 a.m., New York State Police at Endwell arrested Randy L. Mills, age 34 of Endicott, NY for the misdemeanor of Driving While Intoxicated. Troopers and officers from the Village of Johnson City Police Department were dispatched to a fight of several intoxicated individuals at Walmart in the village of Johnson City. Mills was one of the people involved in the disturbance, he entered his vehicle and began to drive through the parking lot. A trooper stopped Mills in the parking lot and found Mills to be impaired. After an investigation, Mills was arrested. His reportable B.A.C. was .16%. He was later released on appearance tickets to the village of Johnson City court on July 10, 2019, then turned over to a sober third. Party.
On June 29, 2019, at approximately 3:47 p.m., New York State Police at Owego arrested Gregory D. Drake, age 42 of Painted Post, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years). He was also issued tickets for Refusal to Submit to a Breath Test, Consumption of Alcoholic Beverage/Possession of Open Container and Threw/Deposited Refuse on Highway/Adjacent Lands. A trooper was dispatched to a driver passed out in his vehicle at Speedway in the town of Owego. The trooper located Drake sitting in the driver’s seat with the car running slumped over and parked at a pump which was out of service. The trooper was able to wake Drake and after an investigation, he was arrested for DWI. He was processed and arraigned in the town of Owego court where he was remanded to the Tioga County Jail with no bail.
On June 29, 2019, at approximately 5:30 p.m., New York State Police at Richfield Springs arrested Sean D. Gutierrez, age 34 of Cooperstown, NY for the misdemeanors of Driving While Intoxicated and Aggravated Unlicensed Operation in the third degree. A trooper was dispatched to a motor vehicle crash at the intersection of Chestnut and Beaver Streets in the village of Cooperstown. An investigation revealed that Gutierrez had a suspended license and was intoxicated. His reportable B.A.C was .11%. Gutierrez was arrested and arraigned in the town of Hartwick court where he was released on his own recognizance. He will be in court on July 24, 2019, in the town of Otsego.
On June 29, 2019, at approximately 10:18 p.m., New York State Police at Binghamton arrested Adara L. Tuttle, age 28 of Owego for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .08%. A trooper initiated a traffic stop on State Route 17C in the town of Tioga after he observed Tuttle with an equipment violation. After an investigation, Tuttle was arrested for DWI. She was later released on appearance tickets to the town of Tioga court on July 17, 2019.
On July 3, 2019, at approximately 7:35 a.m., New York State Police at Oneonta arrested Michael S. Silver, age 53 of Franklin, NY for the misdemeanors of Driving While Ability Impaired by Drugs, Leaving the Scene of Personal Injury Accident and the violation of Unlawful Possession of Marihuana. A trooper was dispatched to a hit and run accident on State Route 357 in the town of Franklin and that one vehicle left the scene. As the trooper was responding to the area, he observed Silver’s vehicle with heavy front end damage. A traffic stop was initiated on State Route 28 in the town of Oneonta. An investigation revealed that Silver was impaired by drugs and had a suspended driver’s license. Silver was arrested and later released on appearance tickets to the town of Oneonta court on July 9, 2019. The operator of the other vehicle was taken to UHS Delaware Valley Hospital in Walton for arm pain and later released.
On July 3, 2019, at approximately 5:10 p.m., New York State Police at Oneonta arrested Rosa Y. Bautist Pena, age 28 of Yonkers, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers arrested Bautist Pena after she arrived at the State Police barracks in Oneonta. While speaking to a trooper on an unrelated matter, he observed common characteristics associated with drug impairment. After an investigation, she was arrested and later arraigned in the town of Oneonta court where she was remanded to the Otsego County Jail on $50 cash bail or $250 property bond. She will appear in the town on Oneonta court on July 11, 2019.
On July 3, 2019, at approximately 9:58 p.m., New York State Police at Owego arrested Chad M. Warner, age 30 of Nichols, NY for the felony of Driving While Intoxicated (with a prior conviction within 10 years), the misdemeanor of Aggravated Unlicensed Operation in the third degree. He was also issued traffic tickets. Troopers responded to a one-car motor vehicle accident with a car into a tree on Decker Hill Road in the town of Nichols. Troopers located Warner and observed that he appeared to be intoxicated. Warner was injured but was treated at the scene by Nichols EMS. A passenger was transported to Robert Packer Hospital for an arm injury. After an investigation, he was arrested for DWI with a reportable B.A.C of .08%. Warner was later released to a sober third party. He will appear in the town of Nichols court on July 18, 2019.
Darren W. Ryan DWI deja vous all over again
On July 4, 2019, at approximately 2:35 a.m., New York State Police at Endwell arrested Darren W. Ryan, age 28 of Whitney Point, NY for the felonies of Driving While Intoxicated (with a previous conviction within 10 years) and Aggravated Unlicensed Operation in the first degree. He was also issued tickets for Refusal to Submit to a Breath Test and No Headlamps. Troopers on patrol stopped a vehicle on State Route 26 in the town of Union that did not have any headlights on. They also observed the operator unable to maintain his lane and not use a turn signal. During their interview, troopers observed that Ryan appeared intoxicated. After an investigation, he was arrested. Troopers also learned his license was revoked in New York State and he was not operating a vehicle with a court-mandated interlock device. He was processed and transported to Broome County Central Arraignment and Processing.
DWI – Drugs arrest of Joshua G. Brown
On July 4, 2019 at approximately 6:38 p.m., New York State Police at Norwich arrested Joshua G. Brown, age 36 of West Monroe, NY for the felony of Criminal Possession of a Controlled Substance in the fifth degree and the misdemeanors of Driving While Ability Impaired by Drugs and two counts of Criminal Possession of a Controlled Substance in the seventh degree. Troopers responded to County Road 32 in the town of North Norwich for a one-car accident. Troopers located the vehicle in a cornfield with Brown behind the wheel, conscious but not alert. Brown was transported to Chenango Memorial Hospital for an evaluation. An investigation yielded suspected concentrated cannabis, suspected LSD, suspected Psilocybin mushrooms and Marihuana wax. Brown was arraigned in the town of Norwich court and remanded to the Chenango County Jail on $5,000 cash bail or $10,000 property bond.
On July 4, 2019, at approximately 11:02 p.m., New York State Police at Richfield Springs arrested Jan Langar, age 54 of Astoria, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .16%. A trooper on patrol at Glimmerglass State Park observed Langar commit multiple traffic violations. A traffic stop was initiated on Mill Road. During an investigation, the trooper noted several characteristics indicative of alcohol impairment. Langar was subsequently arrested and released on appearance tickets returnable to the town of Springfield court on July 18, 2019.
In separate incidences, the New York State Police arrested four individuals for driving while intoxicated.
New York State Police conducted a DWI Checkpoint in the Village of Horseheads on June 28th. The driver of a vehicle, Jeffrey Rockwell, age 49 of Catlin, had a strong odor of alcohol coming from him. Rockwell exited his vehicle and was unable to complete field sobriety tests. When Rockwell was processed at the station he was found to have a BAC level of .18%, over twice the legal limit of .08%.
Steuben County 911 dispatched police to a property damage accident on June 29th in the Town of Hornby. Troopers found a vehicle in the ditch and the driver of the vehicle, Shawn Halye age 51 of Hornby, stated that a deer forced him off the road. Halye had been driving home after visiting his brother. He had a strong odor of alcohol and was slurring his speech. Halye was unable to complete roadside sobriety tests. At the station Halye was found to have a BAC of .15%, his vehicle was towed and he was released to a sober third party.
While on routine patrol on Sunday, June 30th, State Police observed a vehicle driving well under the speed limit on SR 36 in the Town of Hornellsville. The driver of the vehicle Kevin Vantreese, age 23 of Canisteo, told police that he had no license and the registration of the vehicle was no good. Vantreese also told police that he had been drinking and probably shouldn’t be driving. After failing field sobriety tests, Vantreese was processed at the North Hornell station and was found to have a BAC of .33 %, over four times the legal limit of .08%. Vantreese is scheduled to return to the Town of Hornellsville court at a later date.
In the Town of Benton on Sunday, June 30th, State Police observed a vehicle speeding on SR 14. The driver of the vehicle, Arcangel Soler Jr, age 50 pf Penn Yan, told police he was aware of his speeding but was upset over family news. Soler also stated that he had consumed two beers. Soler was unable to complete roadside sobriety testing and was transported to the Dundee station. Soler was found to have a BAC of .12% and was arrested for DWI. He is to return to the Town of Benton court at a later date.

Felton, DEL.– The Delaware State Police report that they have charged 53-year-old Mary A. Williams of Magnolia, DE with vehicular assault, stemming from a DUI related crash involving a single vehicle.
The incident occurred on October 9, 2019, at approximately 11:05 a.m., when Troopers were dispatched to the area Indian Point Road and Andrew’s Lake Road, Felton, in reference to a crash.
Upon arrival, Troopers located a 2000 Chevrolet Lumina, several hundred feet into the woods. Through further investigation, police say it was learned that the driver, Williams, was traveling at a high rate of speed and in a reckless manner when she failed to negotiate a turn causing the vehicle to exit the roadway and strike several standing pine trees. Upon contact with Williams, an odor of alcohol was detected and a DUI investigation ensued. A computer inquiry revealed that Williams did not have a valid driver’s license.
A passenger in the vehicle, a 59-year-old female of Magnolia, DE, was transported to the Bayhealth Kent General Hospital with serious injuries.
Williams did not sustain injuries as a result of the crash and was transported back to Troop 3 where she was charged with the following:

ANDREWS, S.C. – According to South Carolina Highway Patrol Spokesman Cpl. Judd Jones, the operator of a truck, Benjamin C. Lockliear, 37, of Andrews S.C., crashed into another vehicle on Oct. 19, 2019, at 7:40 pm causing a fatality. The deceased has been identified as Ashley Avant of Georgetown County, S.C.
Cpl. Jones reported that Lockliear was driving a 2014 GMC pickup and hit a 2010 Chevy SUV that was traveling in front of him while westbound on Seaboard Road in Andrews, S.C., and killed the driver.
A passenger in the Chevy SUV was transported to Grand Strand
Medical Center with serious injuries.
Lockliear was charged with two counts of felony DUI and
booked into the Williamsburg County Jail where he remains pending a
hearing. Vinelink confirms that Benjamin Cecil Lockliear remains in
custody in the Williamsburg County Jail.

A Home Going Celebration will be 2 PM, Thursday, October 24, 2019, at Cornerstone Baptist Church, 1797 Brick Chimney Road, Georgetown. Interment will follow in the Pennyroyal Memorial Gardens directed by the Georgetown Chapel of McKenzie Funeral Home. The Avant Family will receive family and friends 6-9 PM, Wednesday, October 23, 2019, in the sanctuary of Cornerstone Baptist Church.
